The Challenge

A state energy office required a rigorous, defensible measurement and verification methodology for its portfolio of residential and commercial energy efficiency programs. The previous vendor's methodology had been challenged by the independent evaluator, creating regulatory risk.

Our Approach

EcoMetricx conducted a full methodology audit and redesigned the M&V framework using EnerGaze Evaluation with UMP-compliant approaches. We implemented difference-in-differences and synthetic control estimators for the residential segment, and site-specific regression (IPMVP Option C) for the commercial segment. All methods were documented in a regulator-ready technical report.

Results

The new methodology was accepted without challenge on the first independent evaluation cycle. Gross savings estimates were within 5% of the previous cycle, validating the transition. The automated reporting pipeline reduced the time-to-submission by 6 weeks.
